Fear has always been a stronghold of people. But Gods love conquers fear, terror, and all oppression. Fear is a clear chain reaction in the brain that starts with stress and ends with release of chemicals that cause a racing heart. Fear is the result of perceived danger. Fear is agreeing with darkness.
Love is a top characteristic of God. The Bible says God is love. God has endowed us with the capacity for love.
1 John 4:16 And we know (understand, recognize, are conscious of, by observation and by experience) and believe (adhere to and put faith in and rely on) the love God cherishes for us. God is love, and he who dwells and continues in love dwells and continues in God, and God dwells and continues in him.
17 In this [union and communion with Him] love is brought to completion and attains perfection with us, that we may have confidence for the day of judgment [with assurance and boldness to face Him], because as He is, so are we in this world. AMP

1 JOHN 4:16 We have come into an intimate experience with Gods love, and we trust in the love he has for us. God is love! Those who are living in love are living in God, and God lives through them.
17By living in God, love has been brought to its full expression in us so that we may fearlessly face the day of judgment, because all that Jesus now is, so are we in this world. TPT
1 John 4:18 There is no fear in love [dread does not exist], but full-grown (complete, perfect) love turns fear out of doors and expels every trace of terror! For fear brings with it the thought of punishment, and [so] he who is afraid has not reached the full maturity of love [is not yet grown into love's complete perfection].

1 John 4:18 There is no room in love for fear. Well-formed love banishes fear. Since fear is crippling, a fearful life fear of death, fear of judgment is one not yet fully formed in love.

RO 8:35 Who could ever separate us from the endless love of Gods Anointed One? Absolutely no one! For nothing in the universe has the power to diminish his love toward us. Troubles, pressures, and problems are unable to come between us and heavens love. What about persecutions, deprivations, dangers, and death threats? No, for they are all impotent to hinder omnipotent love,
36even though it is written: All day long we face death threats for your sake, God.
We are considered to be nothing more than sheep to be slaughtered
37Yet even in the midst of all these things, we triumph over them all, for God has made us to be more than conquerors, and his demonstrated love is our glorious victory over everything!
38So now I live with the confidence that there is nothing in the universe with the power to separate us from Gods love. Im convinced that his love will triumph over death, lifes troubles, fallen angels, or dark rulers in the heavens. There is nothing in our present or future circumstances that can weaken his love.
39There is no power above us or beneath usno power that could ever be found in the universe that can distance us from Gods passionate love, which is lavished upon us through our Lord Jesus, the Anointed One! TPT

to lead like a shepherd, is a verb that means to rest. Love is our Shepherd leading us to the place of true rest in his heart.
Jer 31:3 met God out looking for them!" God told them, "I've never quit loving you and never will. Expect love, love, and more love! MSG
Rom 5:8 But God shows and clearly proves His [own] love for us by the fact that while we were still sinners, Christ (the Messiah, the Anointed One) died for us. AMP ↕↕↕
